Registered Community Organizations (RCOs) have been with us since the adoption of the new Zoning Code in 2012, as a means of providing civic input into zoning and development proposals. Has the RCO structure achieved its goals? What are its successes and failures so far? What changes might be considered? Alan Greenberger, the former deputy mayor for planning and development, Joe Schiavo, chair of the Zoning Committee at the Crosstown Coalition and vice chair of the Central Delaware Advocacy Group, an RCO, and Mason Austin, RCO Coordinator for the Philadelphia City Planning Commission, will discuss the history track record and future of RCOs.
