VP Development
Kurt Carter is responsible for managing the redevelopment activities for the 1,300-acre former oil refinery located in Philadelphia, PA. Mr. Carter has over 15 years of development and construction experience including civil, marine, and industrial projects throughout the Mid-Atlantic and Northeast regions.
Prior to joining HRP in Philadelphia, he served as Vice President of Development at Tradepoint Atlantic overseeing the development of industrial buildings, site infrastructure and marine infrastructure Mr. Carter is a Project Management Professional who earned a Bachelor of Science in Business Administration from Drexel University and a Master of Business Administration from Frostburg State University.
Director Mixed-Use Development
Amanda is responsible for the day-to-day management of the entitlement and design processes for a future 250-acre life science-focused campus. Amanda has more than 8 years of experience with mixed-use, multifamily, retail, and hotel development in the Philadelphia and New Jersey markets. Before joining HRP, she was a Development Manager at Toll Brothers Apartment Living, one of the nation’s fastest-growing multifamily developers, where she oversaw the development of Broad & Noble, a $150 million opportunity zone, mixed-use multifamily, and retail project on Philadelphia's North Broad Street. Additionally, she held a position at Dranoff Properties assisting in the entitlement, predevelopment, and financing process for multiple projects totaling more than $600 million.Originally from Wilmington, DE, Amanda holds dual master’s degrees in City Planning and Historic Preservation from the University of Pennsylvania with a Certificate in Real Estate Finance from Wharton Business School. She also earned a Bachelor of Science in Architecture from Northeastern University.

VP Corporate Affairs
Mia Fioravanti joined HRP in November 2021 as Vice President of Corporate Affairs for the Bellwether District in Philadelphia. In that role, Mia oversees the company’s Philadelphia-focused community outreach and workforce development efforts as HRP executes on its plan to clean up and transform the former PES refinery site into a state-of-the art, multi-modal logistics campus. Prior to HRP, Mia was Executive Director of Corporate Social Responsibility for alternative asset manager FS Investments. In that role, Mia oversaw FS Investments’ corporate social responsibility initiatives, served as Executive Director of the FS Investments Foundation, and led strategy and execution for the firm’s diversity and inclusion initiatives. Prior to FS Investments, Mia worked for the Pennsylvania House of Representatives and for Urban Outfitters, Inc.
Mia currently serves as a board member of the Community College of Philadelphia Foundation, the Forum of Executive Women, the Forum of Executive Women Foundation, the Freire Schools Network, Live Work Philadelphia, The Philadelphia Citizen, and Philadelphia Financial Scholars, and co-chairs the Philadelphia Foundation’s Corporate Volunteer Council. Mia is a member of the Forum of Executive Women and is a 2019 Philadelphia Business Journal Women of Distinction honoree and a 2022 Metro Philadelphia Power Woman honoree.
